    Attempting to decipher what you're saying here...

    A hero's max BASE stat, meaning the highest stat they could possibly have without leveling through being mayor or attacks, can be up to 70.

    A hero that is appointed mayor will acquire experience gradually, and those who are sent on attacks will acquire it rapidly if you attack often.

    Your hero can be upgraded, which means they are leveled up. With each level-up, you receive one point that you can allocate to their politics, attack, or intelligence.

    Therefore, a well-leveled hero could have stats over 100 easily. But these are not that hero's BASE statistics.

    With regard to the hero you mentioned that has a stat at 136 at a certain level, which would've been a 50-point increment (meaning the base would've been 86), there are items that you can use that will boost a hero's statistics temporarily (Wealth of Nations, The Art of War, etc.). Maybe this hero was under a bonus period for its stats.

    ya i know all these, but what i am saying is a level 50 hero has 136 politics. which means when the hero was level 1 , it politics was 86 if the user add 1 politic every level.

    the heros you can obtain from the Inn seemed to be maxxed at 70pts max for lvl 1.
    the best heros obtained are from Holy helms of mars.
    drop 5 holy waters on that puppy, and you will have an 80-90 lvl 1 base stat. feel free to pump all those extra points on the 46int base stat to make a well rounded hero. haha.

    Thanks for the info guys and girls! I too was wondering that. I get this hero and I'm like omg this guy or girl is a pimp! And then after a few lvls I jump in the statitics section to compare ... and umm, yea he/she is ranked like 56.

    I, too was baffled when I saw a hero with an 86 stat at lvl 3. Can it really be from one of the rewards? Does that temporary buff get taken into consideration and added in the statitics?

    Wrong. I've gotten a hero with 78 base attack from a level 5 inn. HE started with 80 attack, but I took a gamble with 1 of my few remaining holy waters and only lost 2 points to attack

    78 is the max I've seen. There may be better. 86 is not out of the question.

    Forgive me for being a noob. How does Holy Water work? I have a few freebies but never figured their exact usage.

    Holy water basically lets you retrain, or reassign the points the hero gained while levelling up. Say you hire a Lvl 11 Hero, you can use a Holy water to get back the 10 points he assigned while levelling, and reassign them. But you dont know how the points were originally spent, so you may or may not gain anything. And it takes one holy water for every 10 levels of points you want to reassign, so say a Lvl 21 here would need 2 holy water.

    And using holy water is all or nothing. You can't use just 1 on like a lvl 30 hero to assign 10 points.

    Basically its a point reset to lvl 1.
