Start off every city with a moat (you know those deep trenches that surround a castle and are filled with water) With the moat in place a player cannot attack... and if they try to once the troops reach the city the turn around before attacking... and add some sort of graphic indicating a city has a moat to prevent wasted attacks. A player can fill in the moat of an enemy. This could take like 6 hours to complete and opposing player could prevent this buy utilizing resources in some way (much like building a new city a player not wishing to loose their moat could reinforce it for a cost) At any time a player can choose to demolish their moat if they choose to engage in battle with other players. They can also rebuild it for a certain cost and a build time of like 24 hours
