The last transaction was over two months ago. For some reason, evony thinks an attempted chargeback has occured. I cannot find it on my side. So evony wants me to authorize a re-payment for something that I document as already being paid with no evidence that I owe it. And with my previous card being expired, it will not allow a repayment, therefore my account is frozen along with my wifes. Evidently, unitl I reauthorize a payment, they will continue to be frozen. Bottom line, I paid evony, made no chargebacks, paypal didn't issue a chargeback, my card company says they didn't, and my bank says they didn't. I am not paying for something twice, especially after the way everything has transpired. So as far as I am concerned, they can keep the accounts frozen till doomsday because I have no plans of returning to evony anyway.
Chargebacks are issued by a bank, not by PayPal. Since PayPal is a payment processor, they will not be aware of any chargebacks.

Think of it this way: You hand PayPal the money, and then they hand us the money. Later your bank comes and takes the money away from us. PayPal was not involved in the bank taking the money, so they won't know about it.

The only way to deal with a chargeback is to contact your bank.
