Anyone who thinks that IE9 will not support Adobe Flash does not understand web technology or HTML5. IE9 will not support flash video without a plugin. With a plugin, IE9 will support any type of flash, just like it is now in every major browser. The only thing thet are not supporting is the use of built in browser decoding of flash video. You will still be able to use IE9 to view flash video, you'll still be able to use IE9 to play flash games.

That being said, Flash is an outdated platform that unnecessarily taxes system resource and provides a sub-par multimedia web experience. If Evony were smart, they would start developing Age III for HTML5 without the need for buggy, laggy intermediate layers like Flash.
