NO. Even holy water can't do that. Holy water will reduce hero to Level 1, Not zero. ITs not a miracle. The base stat thus correctly is, "The highest attribute the system gives to a hero at level 1".
The system chooses where that 1 point goes, not the player. So to say you don't add 1 to the difference is pointless. You are not going to get to redistribute that point.
It might even be misleading if you have two high attributes with a difference of 1.
Holy water doesn't actually reduce the stats to level 1. Holy water removes the points equal to the hero's level leaving the base stats behind. If the hero is 70 politics, 69, attack and 5 intelligence at level 1, and you use holy water and the point falls off of politics, the base stats are 69 politics, 69 attack, 5 int. If you are lucky the point falls off int, the lowest stat leaving the base stats at 70, 69, 4 with 1 point to distribute.

This is Theobald, a hero from a level 1 inn after having his stats reset with holy water. I put an arrow to illustrate that the number of attribute points to distribute is equal to the level of the hero. If the hero had been level 1, there would have been 1 point to distribute. In the case of this hero, the stats had 1 point in Politics and 1 in Attack for a total of two additional points.
If what you said was true that I wouldn't get to distribute that point from level 1, then I wouldn't have 2 points at level 2 to distribute. The simple fact that there are two floating points to distribute means that the base stats are without the hero level included.
