Pirates if at range, Ninjas in hand-to-hand. Ninjas may be agile, but you can't dodge a bullet - and pirates packed guns.

i say ninjas. the guns pirates use in the movies are very innacurate. Ninja's are trained with shurikens and would easily cut up the pirates at range and hand-to-hand
