Those who choose to c h e a t deserve what they get - whether they are reported by a member of their own alliance, an enemy, or just a lurker in chat that has a strong ethical streak.
That's different kind of alliances for example in my alliance I know pretty much everyone and would never tell on them for they are my friends....
