In essence, you have your answer as to why Evony seems to not take action (or perhaps severe enough action for your satisfaction) against those YOU believe are cheating. Quite simply - your assumptions are wrong, so Evony is not going to punish someone who has NOT cheated simply because you don't fully understand how the game works.
That actually is cheating: abusing a glitch in the game to gain an advantage over someone else. Reinforcing someone, then dropping from the alliance to attack them to gain a substantial and unfair advantage by bypassing the limit imposed by the rally spot level to attack someone with substantially more troops than should be possible is cheating.
Yes, that is a glitch in the game.
