    Being a ruddy noob, I am still figuring out a great many things, but in general it seems as though once you emerge from the blistering pace of that first week, you must then settle into a more patient approach....

    So, is it better to develop ones original city for a few weeks, or to try to ramp up a small army to snatch some valley in order to setup another city?

    If it's your first time stay at one city because if you make another you can lose your cities when someone decides to attack.

    OK, I will def take that advice.

    Is there a resource, population or other generic measure by which one can begin to assert that they are "ready" to take that next step?

    You want to have your first city self sufficient. Meaning you want at least 1 mil of each resource every time you come online in the morning. Also you want to have the troops to quickly reinforce and protect both cities while transporting resources between them.
