It is not that we disagree with you Noto- it is just that people will never play in a completely "Morally Honourable Way". Think about it, people will want the info, they want to cause problems and tear good alliances down- so they spy. it is what it is.
In ageII, though they announce there are no more bullies- a person with 2million prestige and Absolute top in the server can attack someone the first day out of BP, thereby crippling them and usually making them quit. is it the "Right" way to play? Could be, may not be depending on perspective.
The fallacy of your plan is that it will turn into a Witch Hunt. People will accuse everyone else of being a spy. The key to keeping a good alliance is to select quality, not quanitity of players. And also, be smart enough to keep some chat in whispers and not in alliance chat.
Spies are great. Stop being a wimp. Build a bigger army.
Have spy problems? Destroy the alliance they're spying for. Then they have no one to rat you out to anymore, and if you were nice to them, they'll probably stick with you now that their original home was obliterated. Two birds with one stone.

I'm going to have to agree with pretty much everyone here, spies are part of the game. But what is sad is how they're able to collect out of character information on you and use it against you, IE. A spy logs in waits for server reset, watches last online, whoever dont log back in apparently isnt online. I think thats pretty sad, Last Online should be restricted info only viewable by VHs or higher.

its one thing to have someone risk their domain, identity and repuation to spy for another alliance.. its another when one just creates an alt accoutnt or takes over a retired player and uses it for spying. this type of spying is by far most prevalent in the game and is clearly against the eula..
using multiple accounts to gain an advantage on opponent is clearly defined as againnst the eula.
In real life, if you're fighting a war and lose you may well die also.
Should Evony kill (ban) you for losing a battle as well?
As long as people aren't breaking the rules - e.g. if they spy by getting intel from friends who happen to be in an enemy alliance, or they risk their reputation by joining themselves - then "kill" them for being a spy just like you would kill your enemy: Take their cities, destroy their troops, and leave them with nothing.
