What possible use could prestige dropping have?
This thing about multiple accounts - what an inefficient way to gain resources! I remember when I first started and I was searching Google to learn how to get resources, and there were suggestions like this. But player cities produce resources so SLOWLY. Farming (and selling food to buy whatever else you need) is much more efficient. Except for the earliest stages of the game when you have to wait for things to build and researches to finish, there's no real use for multiple accounts (and it's against the rules anyway) - mid-level and up, you could spend the whole day playing on one account, farming npcs, or searching out vulnerable players with lots of resources to steal, etc.
For the other: Why would you want to look -small-? In my experience, smaller players - especially if you have a high title - get a lot of attention. Looks like you might be easy to kill, and maybe you have a lot of resources worth stealing. Whereas players with high prestige tend to scare people away. Are you could to scout someone with five times your prestige, thinking maybe you'll be able to steal resources from them?
The artificial prestige raising is somewhat more of a problem. But even with that.. I'm not sure how bad it is for the game overall. People notice when it's done, and they also know that the player is probably quite vulnerable right afterward (having presumably killed off most of his/her troops). I'm sure that later, for people who didn't notice, it provides some protection from scoutings/attacks - but on the other hand, you look like a bigun but probably don't have the power to back it up if someone calls your bluff.
