That sounds about right, your only going to get one shot off at a time so, it really depends on the strength of your hero, if your using 1000Atk Full Lv15 Star Set Heroes well might need less, but with standard 300Atk heroes yeah 3m easy, if not more. I"d assume the first Capture of Atlantis will use like 3 times the required troops.
