If you are sending reinforcements out of a city you are now calculating the food needed for the march as:
(Food) + (Load Vacancy)
I'm emptying a city and now have to chose between leaving millions of food behind or losing troops.

I was finally able to move 20K archers out of a city BUT
the march window showed I needed less than 9K to move them
when I hit the ok button it took away over 1M of food
it wouldn't even do that until I had over 30M food in that city, at 5M it refused the march
When reinforcing, the food required displayed takes into account the relief station. However, the actual food needed is not based on the relief station at all. As a rule of thumb, you use 6 times the displayed food to reinforce.
I checked the totals (which change when you hit the destination) and it was adding food to load vacancy. It was showing less than 9K as the food requirement, multiplied by 6 that's less than 36K. It took 1.1M+ food for the march.
Additionally, it is looking for a ridiculous amount OVER that miscalculation to be sitting in the city. It wouldn't march when I had 5M in the city. I had to dump another 25M before it would march. That's effectively a 28M food cost to move 20K archers.
It's been doing this for a while now. I've sent bug reports.
