    I thought it was something simple. But, can you explain?
    The word fly has about twelve different means. The meaning of the sentence changes at will just by changing the individual meaning of the word fly. Despite this the answer is always fly.

    What can fly but choose not to and when chooses to fly can't fly?
    The simplest form is essentially this. The fly could fly, but chooses not to, and when he does choose to he has already been swatted.

    There are only 3 'fly's in the sentence. What does each mean?

    It was poorly worded.

    So it should say,

    "To(o) fly but not now. Needs to fly, but stopped by fly.

    Which is much simpler once you realize the word fly also means to swat a fly, as well as hasty, tentflap. zipper, clever, flee, succeed and a few other things without even getting into slang.

    You should also realize it works better spoken then it does written.

    And technically its not a riddle due to the vast number of possible means.

    Then thats not a riddle. ASnd it explains why you worded it so poorly.
