One point you're definitely missing with regard to the comment about deleting any city that has two or more adjacent NPC cities...not everyone abandons their own towns so they'll have a low level NPC city nearby to plunder over and over.
Sometimes, people abandon cities next to someone else, to avoid being plundered themselves. Or they've conquered a city in a cluster of player and NPC cities, then abandon it after conquering for various reasons (too far away, takes too long to rebuild, etc.). Because of this - someone else abandoning a city - the player that is left with a functioning town and an intention to continue playing would be deleted according to the original post.
As for resources, I plunder NPC cities fairly regularly and have no complaints about the amount of resources my troops carry back.
When attacking NPC cities, I send warriors only. I suffer the standard 10% loss on pretty much every attack. I'm not going to spend days (literally) and an excess of resources building ballistae and other mechanics to attack a city that I have no desire to conquer (all I want is the resources, hero experience, a possible medal, etc.).
The experience awarded seems to be based on several factors, least of which is the level of the NPC city. Lower level heroes receive more experience. Successive rapid-fire attacks reward less experience because the NPC city hasn't rebuilt back to its baseline (resources and defenses).
Also, the difficulty in successfully attacking an L2 NPC city and an L2 valley is drastically different, thus the experience should be higher for NPC cities. You can successfully attack an L2 valley with 300 warriors. It takes a couple thousand to successfully attack an NPC city of that same level. More effort, more loss, more experience.
And lastly...heroes of a certain level. How is it that higher level heroes are a "clear indication" that the player is an exploiter? To me, a higher level hero clearly indicates that the player has used that hero over and over again on countless attacks to raise their experience to that level.
