The Commission Quests were designed into Age 2 in order for a way for players to earn coins without having to buy them. Maybe the we just don't understand the system yet. Maybe it still has bugs, who knows. Age 2 is still very very new and everyone is still on a massive learning curve, no matter how much of an Age 1 "pro" you were/are.
