Drafting from NPCs

OK we all know now from your shiny new level 12 you can draft (via Policies) warriors from level 10 NPCs and you get 3 - 4 policies a day.

Also from a level 14 you can draft level 12s, at 112k warriors a pop, and you get 6 policies a day.

First level 10 draft is 40k second is 36k (from the same NPC).

So far so good.

However if you scout, there are still 400k warriors in the level 10, after the two drafts. Attacking shows the same base 400k warriors in the scout reports.

So where are the drafted warriors coming from? Since they don't actually reduce the warriors in the NPC?
