You are a very experienced player and have been trained in Age I. The whole concept of build up at home first and then port in strong cities is Age I. In Age II you can build up anywhere for only a 10% cut in your resources. Since nobody can destroy your cities. Thus, position becomes key. If that 10% cut allows you to have superior position, well....

I want position. Since none of my cities can be destroyed, then position becomes extremely important. So position is a key concept in Age II. The closer my cities are to important targets the better off I am. If I cap a single lv10 or lv12 that is in the middle of enemy terriotry from 50 miles out (difficult but not impossible), then reinf it... well, my firepower has now gone down because there is only one of me there. There is a power multliplier effect when all of my cities are huddled together.
So basically position is what I am after. That and having all of my cities together.
