1: Intro
This guide is strictly for NA19 as I understand server drop rates vary. Basically, to get these medals you need many, many attacks on low level valleys ( I have yet to test high level valleys on NA19 enough to include them here).
There is not a magical formula of troops number, certain losses or hero attributes that will get you all the medals in a weekend's effort.
You will need 100s if not 1000s of successful attack to obtain the cross, rose, and lion medals you need for promotion.
The purpose of this guide is to make these attacks in the most efficient and least annoying way possible.
2: Minimum Requirements
Level 3 rally spot
Level 3 Feasting Hall
Level 3 Town Hall
3 heroes (4 if you don't remove your mayor)
3 lvl 1-3 valleys within the map view of your city (meaning when you hit map you don't have to scroll around to see the valleys)
3 open valley slots
~10,000 scouts
3: Method
You will attack the three valleys one after another with 1000 scouts.
After the third attack has been launched go back to the first valley and abandon it, as that wave should have landed already. Then abandon the 2nd and 3rd.
Repeat this ad nauseam.
You should expect 1-200 loses per attack, with a median of about 25 losses less healed troops. *numbers depend on many factors such as heros, techs, buffs, ect.
The round trip of these attacks should be under a minute, depending on compass and mount speed levels. So you could get up 180 attack in per hour if you were so inclined.
4: Tips
When sending the attacking waves, you can click the scroll down to last setting instead of typing in 1000 again.
What I like to do instead of this, is after I send the attack, but while still in the attack window, click favorites button then X out of the window. Then next time I open an attack window 1000 scouts is already there. Saving a few seconds makes a difference over 100s of attacks.
Don't check your reports until you have a signicant amount of reports to look through. This keeps me from getting discouraged.
5: Comparison to Capture/Abandon Method
The capture abandon/method is similar to this method as it allows many attacks in a short amount of time. This method is detailed nicely here http://bbs.evony.com/showthread.php?t=140081. I have used this same method for sometime and find it works. I offer my method as an alternative, I suggest trying both.
Pros to Scout Method
- you don't need to build archers do it, although you should be anyway 
- you only need a level 3 rally spot and feasting hall so you can start right away
- I lag a lot in Age II and when I'm using the abandon/capture method sometime, I will lag out and waves will hit the target before I can abandon the valley. With the Scout method this only throws off about 20 seconds worth of work because the troops move so quickly
- along the same lines, if i need to do the something else or jump over to another city I can do so without losing any progress with the scout method
Pros to Abandon/Capture Method
- NO LOSES, probably the biggest pro for some people and for good reason
- you only need one valley to do it with
- less clicks per attack than the scout method
6: Expected Results
It has been a while since I took AP Statistics but i think with drop rates being so low, I would need something on the order of 100,000 trials to give you a statistically signicant prediction here.
I haven't done that many nor do I plan to ever do that many.
What I can offer is my own experiences. When I do this I usually do about 100 attacks or so, then check through all of my reports and see if I won any medals. I get 1-3 medals, usually, with equal chance of lion, cross or rose.
