In different countries, there are different opinions on what and what not to do. In Japan, fireworks are completely legal, although guns are prohibited. In America, Fireworks are illegal, although the Bill of Rights allows people to wield guns for their own safety.
See the diff? Throughout America's experiences, the people have felt that Fireworks were a hazard, but on the Japanese side, it has been a tradition to have fireworks on festivals, such as today, The day of the Sea. Due to the Revolutionary War and the experience with Britain, America felt that weapons were nessisary to protect yourself, but the Japanese government didn't allow it's citizens to wield or buy guns because they didn't want rebellion during the older eras.
As you see, different people have different Ideas, which is one of the reasons why some people may be ageist and other countries may not.
