Why not allow them to attack valleys or historicals or Suzerain owned valleys or valleys owned by a historical owner? This is about an oppressed player being able to uprise/rebel against the oppressor. Attacking valleys allows the oppressed player a way to strike back at the oppressor. Being able to attack a historical city froma colonized city allows the player a way to fight back at the oppressor of the land. Take that away and Age II would break.
Also, why impose penalities to players who want to colonize low pres and inactive accounts?
We do not need more penalities in this game. We need palyers to understand the basic concept and think about things from the prespective of the oppressed player. Remember, someday most of the historicals and Atlantis will be owned. And when that happens all players will be colonized by way of the historical owner. What applies to a player under the influence of a historical owner applies to a player under the influence of ANY Suzerain. So you are saying that once aa level 12-18 is taken then NOBODY can attack the valleys of the historical owner. And the historical owner is penalized for "colonizing" other cities by way of the historical. Remembner, historicals automatically colonize vast areas... making the historical owner a Suzerain but on a different level. So what applies to any Suzerain should apply to any historical owner as well.
