Okay, so here is what I believe. I believe that crime crime has two causes equal to selfishness and greater then insanity.
1. Small Crime serves an important social function, it keeps people alert and on their toes. Without it people would become completely complacent and vulnerable to things more dangerous then simple crime, things like tyranny, exploitation and war. Sort of like how your immune system requires the constant threat of lesser diseases to protect it from the stronger ones.
As such there is an evolutionary advantage to a criminal element and as such a strong possibility that there is a genetic cause. Societies without a criminal element died out leaving only those with criminal elements keeping them alert.
2. Simple rebellion, our society glorifies the rebel. Law is the ultimate sign of authority, and such breaking the law is the ultimate sign of rebellion. Those driven to rebellious attitudes are driven to break the law. They do it not out of selfishness, but because it seems to be the natural thing to do given their role as a rebel. And the desire to be a rebel stems from the natural urge given to man by evolution to drive youths to leave their homes to start their own family. The desire for independence.
