I would support this since it limits abuse of the system. The counterargument against it however is that it might just be used to let the mods' favourite members have the negative rep option. I thought mods were supposed to be unbiased in their decisions, but anyway.

Stricter Rule Enforcement
Case-by-case. There's no point harshly punishing some one-time poster for something that was technically a violation of the rules but they were unaware of the fact. Rules should be more strictly enforced for frequent rule breakers who would be familiar with the rules however.

I think my "Lack of Moderation?" thread summed up why more mods aren't necessary, though if there's a good counterargument against this then I would be interested in hearing it.

Make trolling and derailing a suspendable offense
I disagree with making trolling a suspendable offence. It's entirely based on opinion rather than a clear fact and could result in moderator power abuse whereas derailment is more clear-cut. Even then, rather than making it suspendable it should be done case-by-case.

Make harassment a bannable offense
I'm sure if you are harassed and you contact the staff the issue will be dealt with appropriately. IIRC, vBulletin forums use an infraction system so if you accumulate enough points then you get banned/suspended. Not sure if Evony has a different infraction system though, though I suppose in theory if a member frequently harassed others they would get banned regardless of whether it was "officially" a bannable offence which I think all violations of the rules are if to a great enough extent.

Well just think, there are the regular moderators who have power in the off-topic forum, then there are the seniors and the administrators, so there's plenty of moderators to police each forum. Overall I think I agree with your intentions, just not your execution of your ideas. I'm sure with a bit more input from other members who frequent the forum however we can gauge an accurate summary of what needs to be done.
