problem with the rally spot?

Hello, ive got a lvl 9 rally spot which to my understanding i should be able to send out 90,000 troops. However, for some reason i can only send out 3 NPC raiding parties at a time. The parties i send are 500 transports, 550 ballista and a hero. Is this supposed to be all i can do at one time? Previously im sure i have sent alot more parties + scouting parties to different locations, before i had my logistics and MT levelled. Im still relatively new, and i couldnt find this anywhere on the forum so im assuming ive missed something really obvious.

Do you have more than 3 heros?

are you sure you have more than 3 heros?do you have any troops in a valley and/or reinforcing some one?

Aha yes thats it! i had troops in valleys close to my city. Thanks guys =]

recall them because they will eat more food and will take a rally spot slot.
