The point I am trying to make is that no refuge is a good thing for Evony's business model. It allows people to step away form the game and still retain their defenses. If their troops won't refuge then they won't make such easy targets. So, if someone does decide to come back to the game after a little time off, they stand a better chance of returning to where they left off instead of coming back to a city with 0 loy no troops and no heroes.
What Evony needs to do now is balance this out so that people can not build these massive armies. There are ways to control troop sizes and not have a negative upkeep.
