Its not about saving the layers its about taking less damage on your main block, take less damage and then the next hit you hurt more then you normally would, of course if you main block is going to get one shot as well it doesn't matter that much.
I'm including the main block as a layer, just a very big layer. Most of the time this layer is getting hit it's getting one shot. Thus intel is much less important then attack.
