    The only sig difference is rally point in my opinion and that is limited to more HC capping success, as the lack of portability makes HCs quite limited in regards to p v p.

    Exactly my thoughts, and I'm going to wait hoping that someone who supported making changes to the HC drafting system (other than Japanpimp lol, need someone who has capped HC's preferably higher level HC's so I can relate with that person), can convince me to go for higher lvl 14's especially when other people can take it away from you. And now, to add more of a risk factor to owning one of these higher lvl HC's, we can't draft other HC's + the drafting has been reduced which just completely shoves the scales down to favor: not going to go for any more historical cities. A lot of other people will begin to feel this way (even those that don't read these forums) because once people realize the cost is much more than the benefit, they will tell all their friends and alliance mates and the 14/16 will seem more of a burden than a triumph eventually. (Yes you do get some benefit but is it worth it?) I am not even criticizing the dev's new change but instead hoping for the best now that it will be reversed and at the bare minimum changed to where unowned historical cities can be drafted from but at a lower rate like 5%.

    By changing the elements of the end gameplay and objectives, I fear this will have a negative effect on the game ultimately and will cause profits and revenue streams to decrease (it doesn't matter if you meet a minimum, in business, the more money you get the better it is, period.) I played Age I and stopped for a while for real life issues, but when I saw Age II and the aspect of conquering historical cities, I became intrigued and decided to start playing Evony again. Now, I am beginning to regret this decision especially if there is no real end game promise since Atlantis won't probably be worth it nor will level 16 capitals, I'd rather save my troops for PVP but even that system (colonization/suppression in NA servers 1-19) needs to be changed drastically so it doesn't favor the defender so much.
