Anarchy is not total freedom; it's the absence of law. Total freedom is possible only if one has absolute authority over all conditions and competing entities; it yields oppression. Maximum freedom by all is achieved only by minimizing limits to the essentials; it is antithetical to maximized safety.
Maximized safety ought to be defined. Consider: life is change; change is induced by necessity, which in life implies (even demands) danger. Life in safety is restricted from most of the causes of change and as such will stifle itself. Therefore, maximizing safety is undesirable for individuals and for society.
Aristotle with all his lists and definitions and categories could have told us that. Plato did tell us that. The logic holds even today.
