My dad had both of his hips replaced within about a 24 month span and was given handicapped tags. He was otherwise perfectly healthy, but when he had his surgerys...about 10 years ago, they didn't quite have it perfected yet. He was bedridden for about 4-6 weeks immediately afterwards.
He had a wife and two kids to help him out, so he never really used his handicapped privileges. I can see how a single, lonely person with no family who had the same surgery could really benefit though. My father could barely walk across the room at first, walking across an entire parking lot would have been torture.
