I'm a software developer, too, and I don't know if they even take a little time at all. The quest reset mess up in na23 (not just that but also the resulting lost ranks and coins for some people) is a good case in point. All that was needed to avoid this was for them to have a replicate testing server and try and reboot that one first with the changes before doing the same with the production server. They could have applied the changes to the testing server, logged in as a mock 'player', and immediately found out that all the quests have been reset. That would have prevented them from booting up the actual server with the flawed changes, for sure. But do they actually do even this? I don't know.
