According to the ToS, yes multi-account IPs are supposed to have to give evony notification. Simple solution as adding a new database with IPs of allowed number of accounts per request. Security scan finds log-ins for multiple accounts not in database then temp ban accounts and flagged for further investigating.

Just like you also can't have multi-accounts in the same alliance you should also be unable to colonize them. Maybe some kind of protection in the code that would do a last log in IP check to see if the colonize. reinforce, transport function is going to the same player? Sure it might slow down the attack window's loading time but with the lag as poor as it is, who would notice
