If one continues to go on thinking they have to chance, no chance or good fortune in that respect will ever smile upon them. You must always believe that there is a chance, however slim, that you will find someone that you wish to spend time with.
It's like a treasure hunt. You will never find the prize unless you either
A) look for it, or;
B) Fortune smiles upon you.

I always think it is better to be proactive, which means that I jump in and do it. It gives you the best chance in the long run.
