if conditions have changed for one thing and they return home, why does that not apply to other things where conditions have changed... its either one or the other... not both... either let troops going to reinforce a city/flat, attack the enemy who captured it, or allow my troops to come back if someone else made a barb10 I walked into instead...

so instead of a flat where I had 10,000 troops... I walked into a city with 4 million troops plus full wall defenses... why didn't conditions change for THAT... the developers SERIOUSLY need to pick one logic path and follow it for all conditions in the game... you can't keep making changes that follow no logic with other things in the game...

this is one problem that has not been addressed at all, its always been this way and I am at my wits end I guess... you've always been able to abandon a city being attacked and let them hit a barbarian city instead... but why should conditions change and troops not return home like when reinforcing? PICK A LOGIC!

P.S. or how about at least making new barbarian cities start out at zero... and require them to regen up to maximum levels instead of being maximum immediately... have some LOGIC in this game would you!
You mean how valleys change in levels everyday during maintenance when they are not occupied?
