Well if you ask me... a logical progression... would be a flat 1... turns into flat 2.. and grows daily in troop counts...

then once it reaches say... level 10... the next day it would turn into a level 1 barbarian town... because at that point they've formed together a collective troop count over a sustained period of time, and now have leaders and organization...

then the day after they become a barbarian level 1 town... they upgrade to a barbarian town 2... then 3.. then 4... and it progressively changes and grows...

UNTIL...

they are attacked... and if defeated... they start over as a level 1 flat since all the troops were killed off the barbarian town no longer exsists...

flats... to towns.... towns... to flats... its a repeating cycle that has some logic behind it in building up and being defeated... likewise a town, if a flat gets defeated, it should turn into a level 1 flat and repeat the growing process...
