I'm not so sure that's true about Nazi Germany. I always got the impression that decision-making in the Nazi organization was rather complex, byzantine and obtuse. I don't think that Hitler made all the decisions.

The Evony boards are just like WWII Germany, a small group somehow gained power and changes everything, even if it is to the dismay of the majority of the people.

What you describe is true of any democracy at any time.
