Age II has an endgame. Endgame is a technical term for when the game advances to a certain point where the majority of players have all techs, high titles, and a large number of cities.
A lot of game can still be left in an endgame, for example, in chess, it isn't uncommon for the "endgame" to account for 50% of the total moves in the game.
Of course, unlike chess, there isn't a fixed goal for the game, which means players will evaluate when to quit based on whatever their own goals, and enjoyment of the game are. Just like in the chess endgame, players frequently resign rather than play out all the moves, thus while the endgame can account for 50% of the total moves, it usually only accounts for 20-25%.
