That's not either of the issues under discussion.

They are:

1: The description isn't quite accurate. If it said "Construction time (not counting Construction tech) under 5 minutes is free to speed up", it would be. Perhaps this will be implemented in the interests of clarity.

2: Players who invested their resources in Construction tech should be able to build any building with a modified build time under 5 minutes for free as well.

The first point is agreed upon. The second is still under debate (but if implemented would render the first point moot and unnecessary). For my money, I'd agree, because implementing that just isn't that unbalancing. It adds 1 level to the ones that can be sped up, since the time for each succeeding level is doubled, and construction time can at best be halved (at Construction 10).

(to wit: if, say, L3 of a building becomes eligible to be sped up due to this suggestion, then L4 will still guaranteed be too long to be sped up. If L2 takes 4:59 to build, doubling that for L3 makes it 9:58, halving that for the tech drops that again to 4:59, so L4 would then be, again, 9:58 and thus too long to be sped up. Put in simpler terms, if your construction tech is maxed out, your buildings are considered 1 level lower for purposes of build times, because each level of tech drops times by 10%, so level 10 will halve build times. If each tech level halved build times, I'd say then the free speed up working as suggested would be unbalancing, but that's not the way it works.)
