Lack of movement does not mean he's offline, though. I often lurk for hours with nothing happening. The comp is just on so I can keep an eye on alliance chat as I go about my day.

I am quite surprise that this has not been mentioned, but a good trick I picked up to tell if a person is online or not is by checking the city population in stats and marking down any changes. When a person is online population tends to move up and down as they are building troops or upgrading city fields. On the flip side, when they are not online population in all their cities will remain the same and the changes in population will not be as wild. The best thing about this strat is that you can keep tabs on them, without them knowing that you are monitoring them. You dont have to whisper or send mail, and you can recieve some insight on their city and activity while being stealthy at the same time.

Like any strat, this is not always guranteed to be accurate or work, but I found that in most cases it helps in determing if a player is online or not
