Never knew it until I read this thread.
A governer should not have the ability to raise loyalty on a city. That is just another tool for helping HC owners remain invincible. HC's need to be hard to take and even harder to keep. Problem is, they are rather easy to capture from the computer and even easier to defend. This causes them not to change hands between rivals. And the govener ability to raise loyalty only makes this problem worse.

Probably because some of us were too disgusted with the crappy idea of the popularity contest in the first place to notice how completely and utterly bogus these powers are.
As I posted on FB pertaining to how 'cool' this piece of dren feature is, you've created a button that gets in the way of navigation in a not quite predictable fashion, done so in a way that INCREASES the amount of memory leakage inherent in using flash as a development platform, AND, honestly, annoyed the bejeesus out of most users.
If you did an INGAME poll, where one of the choices was not to vote for someone but to discontinue this farce of a 'feature' you'd be forced to shut it down. I hear more complaints from alliance mates Ive had in 10 alliances about how crappy this damn thing is!
So in summary
1) Badly coded
2) Badly desgined
3) Stupidly powerful
4) Only useful to those with a Alliance1,2,3,4,5, coodinated membership.
Bleh--- And THIS is the only enhancement to Age II since I've been playing that is free. Evony obviously knows how crappy this is or they'd charge cents for votes. But build queueing, with the Hammer, (feature announced AFTER implementation another 'oops'), and any other improvement is chargable.
Is it any wonder this feature is free? Its CRAP.
