Pretty much, yeah, that's why I take these kinds of situations seriously.
I get beat up on by various people because I care about people who, through no fault of their own, are caught up in a tech support nightmare because the company doesn't seem to be helpful at all if it is not something that is super-obvious that is their fault. These kinds of network and/or database problems, where some people are affected, while others are not, is an issue that they don't understand that it's up to THEM to look into why it is happening.
Unfortunately, since you and the other person in this thread are talking about breaking rules, that makes me less sympathetic in regards to your specific issue.
