Here's an example of flamebaiting:
"I have half a brain, unlike *some* people"
Where the some person is obviously the person being replied to. As they did not state the name, however, they can plausibly claim they did not insult anyone specific. The insulted person will however be angry and likely to flame back, resulting in the original poster complaining to the moderators.
Flamebait can be thought of as comments that increase the likelihood that people will become emotional and flame.
