It all comes down to who deserves to be on top; the people who happened to start first or the people who currently play the best. And yes, if you feel you fit into both of those groups, you should have nothing to worry about :P
Then what would be the point of continued play? Without any form of progression, why continue to log in at all?

When all of your buildings are at level 9, and you have hit the troop cap, what is there left to do? This would actually happen rather quickly, given the build time for cottages when compared to barracks.

There is no reason to attack anyone, because you can not do anything with the resources. It would just be honor farming, and honor is a meaningless number that doesn't even have an impact on rank.

In fact, there really wouldn't ever be much of a point in attacking anyway while building up. And given that there is a troop cap, it's not like you would need the resources. Cities that are not being built to manufacture massive cities max out really quick, and for very little resource cost. Given the awesome advantage defenders are at, having a troop cap would mean it would be nearly impossible to hit anyone who was awake and had a level 2 embassy.

So attacking anyone would sort of always be pointless. Get to the point that you can farm a level 3 NPC and hitting a PC is just foolish.

So, what do you expect players to do after a month?

Take out the PvP element, and this game is pretty much an extremely crappy and rediculasly slow paced version of a lot of flash games.
