Too many players, are utterly missing the point.
1) Having ranged units advance, is stupid. It defies logic, it defies military tactics and it is just plain a stupid, stupid, STUPID change to make.
2) Capping the nr of troops which can be sent via the RP makes sense. Logistically, only so much army can be supplied on the march.
3) The lack of a cap on garrison/standing army sizes; is as much an oversight, as is the advancing of ranged units in combat. Just as only so many can be fed/supplied n the march; only so many can be sustained in garrison. (Not just a matter of resources, but of lodging, medical, equipment etc etc) Suggestion: Cap a cities garrison to twice the population limit. Once this arbitrary nr of troops is garrisoned in a city, then no more can sent/built there. This limitation would have to include alliance sent garrisons via the Embassy.Alternatively, treat each city as a "supply point" and work a formula involving the lvl of that city (Town Hall), cumulative Barracks levels, and available housing as in population limit to derive a number of troops which said city is capable of supplying. This number, would have to include troops in garrison as well as troops dispatched via that cities Rally Point.
Ill thought out, and ill implemented changes to the basic mechanics, combined with obscenely poor server reliability in some cases (serverfourcough); will lead to the demise of this enterprise. You devs had best start to think, before you act.
