Haven't built a forge for a while. If I remember correctly you need a level 3 iron mine. The requirements for a new building or upgrade are always listed when you hover over the build/upgrade button.

Hmmm...I was about to say it was not saying anything when I hovered over the image of the forge....if I click that, it gives me the none descript message. But I had noticed if I hover over the build button below the image, it does indeed inform me of the minimum requirement.

Thanks for the heads up on an otherwise not so clear concept.
