Can you start to attack the flats (not other people) inside of the 7 day period? Of do you have to wait...

You don't have to wait. You can start attacking valleys immediately.

And you can kill another player's troops too, if they are defending a valley. Or workers at least. I know I did You just can't attack towns. Some say they've been able to but I couldn't even scout towns.
