Based on that, if someone prays (+25) at loyalty of 1 (then 26), 3 cavalry hits will take it down to 14 (26 - 12), and with a 6-minute countdown, that means that someone could only comfort one time if the cav hits are done fast enough (within 120 - 84, or 36 minutes).

Now, if you want to allow other comforting, then this isn't a problem, but if you meant a limit on any kind of comforting for 2 hours, then that will set up situations where the defender is helpless to stop a strong attacker / group of attackers from taking their city, Historical or otherwise...
