It is my experience that ~150 delicate gems give you a 90% chance of having one successful climb back to 7. I use that as thumb rule when determining when it's "safe" to gamble. If 150 delicates can get you back to 7 3 or 4 times, great, but the worst case scenario of 150 delicates = 1 climb back to 7 has been the one I ran into quite a few times.
I did follow your advice and upgraded stars in their order listed in workshop.
While the odds listed for 12 to 13 and 13 to 14 are same, I don't believe that to be true. So it makes sense to go for a set rather than have one gear peak high above the rest. On top of that, there is a rumor going around that uneven star levels give a penalty in combat.
For those who do not coin gems like myself, I suggest patience and filling up your feasting halls. I send out 90 farming hits 3 times a day.

And gambling always invites superstition, rituals and procedures on how to get it done
Bottom line is this: If I suggest to players to go into town hall and use praying from the comforting menu before trying the upgrade, someone may do it. And if their upgrades work, they will swear by my "method" and recommend it to others as well. But does it actually impact the upgrade? Of course not, hence my superstition remark earlier.
Based on my experience:
90% chance to recover back to 10, have 200 delicates and 100 flawless
905 chance to limp back to 11, have 300 delicates and 150 flawless
To crawl back to 12 on Wednesday night when I tried to up my rings to 13, it took me 1100 delicates and 400 flawless. No, I am not saying to avoid doing upgrades on Wednesdays, I am saying that's the number of gems you should have.
