I have to disagree there, because i've got it as well and i haven't paid a single penny on this game (you probably call that cents, lol).

No, the 50 cents probably will be for those who were already active in the early stages of Civony.
If you want to make NPC-10's very tough, and very costly that's not a real problem.
However, it makes getting the required medals very expensive. If the ratio is anything like lower level medals I would expect to be forced to attack a lvl-10 a minimum of 15 times (every attack produces a required medal) but much more likely 50+ times. each one loosing 3000+ balista's and that is just to get from 7 cities to 8. Then there is the problem of going to 9 cities and finally 10 cities.

If the Devs design a game, take it through Beta, release it, and then when a bunch of people figure out a strategy to advance, change the way the game is played, then that is NOT in the "spirit of the game."

What better way to keep players playing? You understand this is a business first and foremost, right? Well, the idea here is to keep players playing in hopes they will spread the word about this free game. In addition, the longer players play, the more there is a chance they will spend a few bucks on coins.

See, here is another example of an argument based on a faulty premise. The premise "when a bunch of people figure out a strategy" has no foundation in fact. The reality is those players were abusing an exploit. You don't want to see it as an exploit because you are used to your style of playing which has been taken away from you. I understand. I just don't agree.
It only takes a few to ruin a game for everyone. UMGE is working to prevent that. They are doing a good job if it too-as illustrated by the vile words and references being screamed at them from players who, in any real life context, wouldn't open their mouths to say an ill word about someone to their face. It's all too easy to be a jackass online when you have teh cloak of anonymity to hide behind.

Absolutely, the devs set out to design a game which could be broken. That is very observant of you. In fact, the exploit was a fast and easy way to build massive armies without any need for player-created support. The complaints are coming from players who wanted to keep their "ez-mode" button and from griefers who choose, not to learn new strategies (if that were the case, you would be doing that instead of flaming the devs on the forums), but to break the game and ruin the fun for as many people as they possibly can.
