I'm just going to shamelessly use Rota to answer your question:

Discussing the punishment of cheaters is not against the rules. Discussing how much you dislike botting is not against the rules. Discussing the general negative impact cheating has on the community of Evony gamers is not against the rules.

Discussing botting in a way that endorses is not okay. Discussing botting in a manner that teaches people how to do it, is not okay (even if you do so while talking about how much you hate botters).

Accusing specific people or groups of cheating in any way is not okay. But, you can discuss cheating in general terms with no specific accusations. Just avoid collaterally teaching people how to cheat through the course of the conversation.

As long as everyone stays on topic and refrains from slinging accusations of cheating/botting by specific people in this thread, it can stay open (unless the mods assigned here or a purple/rep decide to close it) and the discussion can continue.
