Age 2 players can have much larger armies since there is no refuge. They can starve their army and not have to farm so much food and not lose any troops to refuge. They can just buy food on the market when they plan to send a march.

I'm just saying that dedicated Age 2 player CAN have an army that numbers in the billions. I don't know if anyone has actually done it. I would think the largest army in Evony right now belongs to an Age 1 player. But, there is much greater potential for a truly MASSIVE army in Age 2.

It's not a glitch. That is Age 2 "working as intended."

    I agree with Rota
You are capable of having a much larger army in age 2 but you can't build troops as fast there. Also an age 1 player can just hoard up billions of resources or get his entire alliance to supply him for a week or so and then just insta out a tonne of archers. An age 2 player can have a very large average army but I am guessing a age 1 could insta out a lot that they would lose in battles fast.

I have found that in Age 2 I keep a much larger standing army. The difference in Age II is that you can't amp up production before a war, due to the hero constraints.

    SO to answer the OP

Age I = Larger war time armies and/or war city armies
Age II = Larger standing armies

^what? that make no sense LOL, what does food matter in AgeII expect for marching and building troops? lol AgeII can keep large armies without having to worry about food. Like Rota said, AgeI might have the biggest armies, but AgeII have a HUGE potential to make bigger armies in time.
